Purpose: From this page users are able to trace the legislative history of Amendments to the Pennsylvania Constitution beginning in 1968 and leading up to the present.
How to use: The list below provides links to a legislative history page for each of the Amendments.
Each amendment’s legislative history page provides the text of the Amendment as well as the relevant dates regarding its introduction as a bill. Users are able to access links to the various versions of the Amendment as they were proposed according to the bills “Printer’s No.” Users may also access any “Remarks” made regarding the proposed legislation as it appeared in either the Senate or House Journals.
Most Constitutional Amendments require passage in both the state House of Representatives and the state Senate for two years, before being submitted to the electorate for a vote of enactment. The legislative histories available from this Web site are only for those Amendments which became a part of the Constitution. The “History” page for each Amendment contains the history of the bill for both years that it was voted on by the legislatures.
